The FCC Inspector General Reports Fraud and Abuse Will Likely Continue in E-rate Program Without Additional Auditing Resources; Carriers Challenge Form 499-A Filing Requirements

A semiannual audit report to Congress by the FCC's Inspector General ("IG") stated that despite heightened scrutiny of the Universal Service Schools and Libraries Program, or E-rate Program, 36 percent of the audited participants were not complying with FCC and Program rules. The IG's office audited 135 program beneficiaries, 48 of which were noncompliant. The audits could lead to recovering nearly $17 million of universal service monies.
